Buying a Used Car in a State With No Inspection

Kansas has no periodic safety inspection and no emissions test for passenger cars. A car can be legally registered, plated, and sold here in nearly any mechanical condition. Current tags tell you the fees were paid. They tell you nothing about the car. That puts the whole burden on the buyer, which is why a pre-purchase inspection is worth more here than it is in a state where somebody official already looked. Since this is the salt belt, the underbody comes first: frame rails and subframe, brake and fuel line condition, rocker panels and wheel arches, suspension mounting points, exhaust, and any sign of underbody repair or a fresh coat of undercoating sprayed over rust rather than fixing it. Fresh undercoating on a private-sale used car is a question, not a feature. Flood and hail history matter more in Kansas than most places. Silt in the seat rails or the spare tire well, corroded connectors under the carpet, a musty smell that's been perfumed over, dimpled panels and mismatched paint from hail repair. A title history report is worth running, but it only catches what got reported. The useful part of an inspection is measurements, not opinions. Tread depth and DOT date codes on all four tires plus the spare. Brake pad and rotor thickness against spec. A battery load test. Coolant and brake fluid condition. A full scan — and specifically the readiness monitors, because monitors sitting at "not ready" mean the codes were cleared recently, and that's worth knowing before you hand over money. Drive it properly. Be there for a cold start if you possibly can, because a lot of problems only show up in the first two minutes. Brake hard from speed on a straight empty road. Let go of the wheel briefly to see where it tracks. Turn full lock both ways listening for CV clicks. Run it through every upshift and force a downshift.
